Ukraine has introduced drone assault units (ударні підрозділи дронів) [udarni pidrozdily droniv] that integrate aerial and ground drones with infantry into a unified combat structure, the Defense Ministry announced on April 15. “A new model of warfare is being introduced — drone assault units, which combine aerial and ground drones with infantry into a single system,” the Defense Ministry said. This approach reflects a broader shift toward integrated combat systems (інтегровані бойові системи) [intehrovani boiovi systemy], where multiple technologies operate together to maximize battlefield effectiveness.

Kyiv has continued to prioritize the development of cost-effective drone production (економічно ефективне виробництво дронів) [ekonomichno efektyvne vyrobnytstvo droniv], aiming to strengthen national defense capabilities while reducing risks to personnel. According to the ministry, this strategy is already delivering results, particularly in southern regions where territory has been retaken since February. The gains are attributed to the deployment of these new units, demonstrating the practical impact of technology-driven warfare (технологічно орієнтована війна) [tekhnolohichno oriientovana viina].

The Defense Ministry also reported that tens of thousands of unmanned ground systems (безпілотні наземні системи) [bezpilotni nazemni systemy] have been produced, many of which are capable of replacing human roles in dangerous operations. This expansion highlights the increasing reliance on robotic force substitution (заміщення сил роботами) [zamishchennia syl robotamy], where machines take on tasks traditionally performed by soldiers in high-risk environments.

President Volodymyr Zelensky emphasized the scale of this transformation on April 13, praising the performance of Ukraine’s unmanned systems. He noted that drones had conducted more than 22,000 missions along the front line in just three months. “In other words, lives have been saved more than 22,000 times — a robot went into the most dangerous zones instead of a soldier. This is about high technology protecting the highest value: human life,” Zelensky said. His remarks underline the central role of life-preserving technology (технології збереження життя) [tekhnolohii zberezhennia zhyttia] in Ukraine’s military strategy.

Ukraine has also intensified cooperation with international partners, leveraging both its battlefield experience and domestic production capabilities. On April 14, Norway and Ukraine signed a defense declaration in Oslo to deepen collaboration, including joint drone production. Drawing on this experience, Ukraine has expanded its defense partnerships beyond Europe, signing long-term agreements with Gulf countries such as Qatar, Saudi Arabia, and the United Arab Emirates. The introduction of drone assault units represents a significant evolution in military operations, combining automation, coordination, and precision.
